Early Life
Civil Miller-Watkins is a native of Bolivar TN, Hardeman County. Her mother, Lois Bernice Miller, was a prominent Civil Rights activist and taught her children to care and advocate for ALL Levels of their community. ​​The Miller children spent many hours walking the neighborhoods and passing out rulers to encourage voters to support Democratic Candidates. Being involved politically was expected in the Miller home.​​
Civil graduated from Bolivar Central High - Go Tigers!! She attended the University of Tennessee at Martin, receiving a Bachelor of Science in Sociology ('92) and a second B.S in Social Work ('94) and a Masters in Education (2023).
Family
Civil has been married for 34 years to Charles Watkins, Sr. Together they have reared 8 wonderful children and are the doting Nana and Pop of 10 totally amazing grandchildren.
​Five of their sons are Eagle Scouts, with one left aiming for Eagle. Both Civil and Charles are active participants and leaders in the Scouting program.
Community Service

Civil is a middle school teacher.

She has served as the Vice-Chair of the Board of Education for Fayette County Public Schools.

​She worked to approve budgets and improve policies that allow the School District to continue to win.

​She led the effort to create a Virtual Academy for FCPS that will expand educational opportunities for our students. ​

Civil is also a graduate of the West-Star class of 2019.
